This is the master settings of your page that is active in the FolioFusion Live Builder at the moment. You can access this option from Control Panel -> Settings as shown below:
The panel which opens shows you all applicable settings to your current page, including page background, scroll animation effects, available widgets and password protection for the current page. You can activate these easily from this panel, screenshot below:
